Vintage Pewter/Silver plated ? Horse ##

This is a fantastic horse figurine and very heavy for its size approx weight is 2lbs 4ozs. I was informed it was silver plated but I am not 100% sure. There are 2 small holes one under his front Legs and one under his tail. I have no idea if they have any relevance. In.good used condition see photos for your assessment of condition.
